How to reproduce it :
From the ODF tab, create a New formation.
A window appears with a div overlayed behind it
I wanted to see someting behind the panel so I drag and drop the window out of my screen
The panel of the window desapears but the div overlayed is still here.
Expected behavior : the panel of the window should not can be dragged out of the screen.

I'm not sure to understand you.
First of all this is true for any dialogbox . Isn't it?
Second, dialog box are modal, so we put a layer behind them.
Third, we let you drag the box at your convinience... and it can overlap the border of the screen... that can appear weird to you, but the interest is with big box, you could not see anything behind
