I have a project where I can only select (view and restore) the previous version but not others.
On https://demo.ametys.org/nightly-intranet-cms/www/index.html (https://demo.ametys.org/nightly-intranet-cms/preview/www/fr/fonctionnalites-avancees/gestion-de-contenu.html), I am not able to select the previous version.
I am using Chrome

It was a JCR script migration. This script may performed some unused actions but it is too late...

if the content comes from a migration v3->v4, it is normal to be unable to restore it.
In history tool a tooltip inform your that the version can not be viewed or restored, as you can see in screenshot for the given content on demo application.
Do your contents you cannot restore come from a migration v3 -> v4 ?

You can set won't fix if you like
