Currently, the tag page or tag content dialog show both type of tags. But some type of tags are disabled and it can be ambiguous.

For exemple (see screenshot attachment), if the content is locked (even by me), and I open the "Tag" dialog from the content ribbon, only the page tags are available and I don't know why.

Expected behavior :

• either explain why some tags are disabled
• or limit the tag button on pages to pages' tags, and the one on contents to contents' tags
