Add a helper to get the children tags of a category of tag

      We need to know the position of the children of category tag to attribute them a color.

          [CMS-9849] Add a helper to get the children tags of a category of tag

          Should be added to the cms helper like the other tags helpers
          Could be named tagChildren (for consistence with other tag helpers)
          Add it to the doc (with "New Ametys 4.2" like it exists in other helpers)

          The question is: should it be recursive? or have an optional boolean for recursivity (false by default)?
