Impossible to open encrypted pdf files

      Bug:
      You can upload an encrypted pdf file but you can't open it. 

      Caused by: java.io.IOException: The PDF file is encrypted, cannot read it.

      Suggestion:
      Ideally: Enable support for encrypted pdf files
      Otherwise: Block encrypted pdf files from being uploaded
