Add a global conf parameter in the mobile app : URL Home webview
This is not mandatory parameter
If this URL is defined then the web-service get-theme will add in the json : "home_webview" with the value of the parameter.
example:
"home_webview": "https://www.ametys.org ",

If the parameter is not defined then the json will not include it.

Tests :

• if the parameter is defined the attribute is returned in the json with the given value
• if the parameter is not defined nothing is added in the json
