ProjectEventObserver logs an error when adding an attachment to a page

      When an attachment is adding to a page, or a content, the ProjectEventObserver logs an error.
      It should not. Created resources are not necessary resources from projects.
      The ProjectEventObserver should only works when the resources is a project's resource.
      If not no error should be log.

      Moreover this observer is for MobileApp, it should be renamed. MobileNotificationOnProjectEventObserver ?
