[demo data] Template ODF (not web) does start in safe mode because of missing data

      How to reproduce :

      • Download the snapshot of template odf
      • Install it
      • Try to start it
        • It starts in safe mode due to a PluginsManager => KO

      In WEB-INF/data/data, there is only internal-db and repository folders, odf and db are missing, when they are ok in the webapp zip in releases.ametys.org
