• initial-depth is not overriden and its default value is 2
• descendant-depth is overriden to 3 unncessary, it could be 0

Initial depth can be set to 1 and footer links should be built using #findPageByTags instead of sitemap input data.

Be careful, if these properties are modified, a migration manual should be writen.
Skins which want to display 2 levels on pages in main menu should set initial-depth to 2
