Current behaviour :
When a user doesn't have the rights to validate a course, he is unable to visualize the courses that are not yet validated
Suggestion:
Allow these users to access the list of courses that are not yet validated
[ODF-3230] [Dashboard] Allow users who don't have course validation rights to access the list of unvalidated courses

added a comment - The user is able to show these contents through the search. The dashboard is the list of contents that the user has to validate. If the user has no validation rights (or limited), he is only able to show contents he can validate on the dashboard.
We won't extend the behaviour with other contents because the purpose of this tool is precisely to only see contents on which he is able to move the workflow forward.

We could add a comment between the tab and the grid to explain what is the purpose of each tab.
