The plugin.xml file of the plugin odf workflow v1.3.x is not up to date.

The workflow files (under the plugin odf v1.3.x/doc/workflow) defines some actions that are not taken into account in the odf workflow plugin.xml file.
For example, the state bouton "Draft" allows users to edit or to synchronize but these actions should be excluded for the menu.
