Unable to limit access on queries directories without delegate rights or assignment right

      With fix of RUNTIME-3925, it becomes impossible to open limit access tool on queries directories.
      Same issue with form's limitation, survey's limitation, ...

      I have a user with all rights on queries directory tool.

      I can open tool create/edit queries or folder but when clicking on "Limit access" there is the following error
