Missing tab for repository maintenance tasks in safe mode

      The tab "repository" in the _admin workspace, containing the repository maintenance tasks, is not displayed when ametys is in safe mode.

      When not in safe mode, the tab is visible, and the controls are disabled as expected, as they should only be used in safe mode.
