The cursor look like the move icon and the panel is droppable nowhere

      When dragging a tool to left (or right) area, there is a point where the area is not reachable but it looks like the tool will be moved.

          I disagree: you do not feel that it will be moved since there is no grayed zones.
          By now there is no more dead pixels where droping in would lead to nothing.
          But if your cursor is out of the window, you will continue to have the same effect as described here
