The algorithm which get nearest real location, is not applied to all commands.
So adding a tool on startup to the location "", will set it in "cl" BUT will not activate it nor focus it.

So on startup the SitemapTool is focused insteadof the WelcomeTool AND the WelcomeTool is not activated leading to a UI issue.
