OpenToolController issue with reviving an opened tool

      Open the MessageTrackerTool and the RequestTrackerTool. Both tools opens in the same zone.
      Click on the MessageTrackerTool button.

      This should bring back the tool on front and keep the button toggled.
      Currently, it brings back the tool but the button is untoggled.
