In safe mode, the ribbon of the admin workspace declare a button of the repository plugin

      This ribbon file is not loaded from WEB-INF/param but directly from the plugin.

      Because of that, it is not possible to configure a site application (exception during the generation of the admin workspace, because the repository button does not exists).
