We need to distinguish the populations that are misconfigured but can stiil be modified via HMI, for which the modification of user-populations.xml file is needed.

So we have 2 notifications :

• one for fatal configuration error
• one for misconfigured populations

For the 2nd notification, the notification is a ERROR is at least of the misconfigured populations is in use, otherwise this is a WARNING.

The misconfigured populations should be automatically deactivated.
It should not be possible to activate a misconfigured population (show a message to user)
