Exclude of automatic ribbon import is not working

      I have this

	<exclude>
            <import type="plugin">skinfactory</import>
	</exclude>
        <tabs>
            ....
        </tabs>
</ribbon>

      but the skinfactory ribbon is still imported... or at least the components are imported
