[ProfileAssignmentsTool] When the tool is not dirty, the save button should be disabled

      Because the user will click 'addUsers', and possibly not understand that you have to click in the tool to assign profiles, and then click 'save changes' and see that nothing has changed. If the 'save changes' button was disabled, it will prevent at least this misunderstanding
