Log in debug CVS and .svn folders in web/plugins

      At each Runtime startup there is this kind of logging:

      WARN  [PluginsManager] There is no file named plugin.xml in the directory /path/to/web/plugins/.svn. It will be ignored.
WARN  [PluginsManager] There is no file named plugin.xml in the directory /path/to/web/plugins/CVS. It will be ignored.

      If the directory is .svn or CVS, DEBUG log level can be used.
