Cannot be removed anymore
Just adapt the tooltip in the creation dialog

Do not work even without announcement with '*'
If you delete this default alert, you cannot create it again

There is only one announce for whole application.
The announce can be edited for several languages. Language "*" means default language if no language found in the list.
There can not be 2 announcements with the same language
The announce with * can not be deleted.
