In cms admin, in "Content management section", if i enable all settings and do "Save and restart", settings are correctly saved (i checked config.xml file) but when the page is refreshed, only one setting is still enabled (Common resources for all sites), all others are displayed as disabled (checkbox not ticked).

I have not tested all admin settings but is the case in "Content management"
