The tooltip is too limiting :
- we cannot do copy/paste
- it disappears
- we cannot write a long description with simple of code
- when scrolling into script, it is no more accessible
The help should be accessible in ScriptTool into a collapsible panel, or into a another tool accessible from ribbon.

[RUNTIME-2810] Help for script tool should be opened in another tool instead of tooltip
In my opinion another tool is not useful.
It should be in another component of the same tool which would have the ability to collapse and expand, be scrollable, etc.

I have created new functions but the help tooltip can't show me everything (and I have a big screen !) and also, in this case, it can blink and it's difficult to show it.
Also, to work with the script tool, help beside the tool is a good practice and helpful (what it should be!).
