A CommonController configured with "tool-property" should listen TOOL_PARAMS_UPDATED bus event

      If tool parameters are updated, the tool's properties may have been modified.
      So if the CommonController is configured with tool-property, it should be listen TOOL_PARAMS_UPDATED message bus event
