Add runnable class for daily runnable set in the configuration

      Currently, only the class ReloadSolrAclCacheDailyRunnable is a schedulable configurable in the administration.

      But, in the future, there will be other cases like this.

      Then to avoid code duplication, a class which directly managed this case would be welcome.
