Optimize quality when resizing images

      Here attached, an original picture inserted in a content (90 kB) and the image as it is displayed on website (30 kB)
      We can see clearly that the quality has been deteriorated, a lot around letters

      Optionnaly it would be nice to be able to choose from different quality level for image rendering on web site (New settings in admin interface).

          Default value seems to be 75% quality.
          We shall not use more that 90%, because after, images become really heavy

          We have to call OutputStreamImageSink#setParam with the quality param set.
