uploads-user is never purged ?

      after uploading several file in the odf plugins, i can find the files in the WEB-INF/data/uploads-user

      what's the diff with WEB-INF/data/uploads ?
      why it is not purged on startup ?
      why it is not empty when everything goes fine ?
      why it is not configurable as WEB-INF/data/uploads ?
