[DateUtils] Make use of ZoneId and ZoneOffset coherent

      In DateUtils API, most of the methods us ZoneId.systemDefault, but some use ZoneId.of("UTC") or ZoneOffset.UTC.

      Use the same in every methods.

      There could be impacts in all date data using the new API (service parameters, pages, zone items, workspaces, ...)
