When the rawValue is set to true on translation and we have i18n files to override the keys in WEB-INF/i18n/plugins/[plugin-name], the keys are only read into the "WEB-INF" file and it ignores the "plugin" file.

Translation with rawValue to true is called from the content types editor at least.
