Add Cron avaibility to execute task at a fixed hour

      Due to RUNTIME-3633, a scheduled task with cron parameter is typed with UTC parameter. Then admin users have to update this scheduled task following winter time and summer time if they want to execute this task at the same hour (not depending the season)
