A read-only SQL datasource should not be involved in automatic migrations and should not have any ametys_versions table

The read-only state should be enforced in all Ametys operations (users/groups/...) but also in other plugins (either disallowing to work with a read-only SQL datasource, or allowing a degraded mode)
