TabController are StaticClientSideElement and as such you can restrict them with right.
Doing so will prevent the display of a contextual tab to any user that doesn't satisfy the right condition.

But the tab itself and all its controller will still be registered.

We need to do the same check as before registering a controller when registering the tab and linking its controller.

Search bar must also be taken into account
