[ConfigurableFormPanel] setValues should always been called

      Some forms are configured but not totally weel initialized because #setValues method is not called

      Ex: workflow functions and conditions.

      This can lead to issues, as pointed in RUNTIME-4176 functional review (points 1 and 2)
