Upgrade some libs

      Some libraries are outdated and we should consider upgrading it:

      Libs which upgrade should present no problem:

      • commons-compress 1.2
      • commons-io 2.0.1
      • joda-time 1.6 -> 2.0
      • apache POI 3.6 -> 3.7

      Libs which may require some API changes and which should be thoroughly tested:

      • commons-lang 2.4 -> 2.6 and add 3.0 (3.0 has many API changes but is declared in a new package, so it can be added alongside the 2.x jar to allow old libs depending on it to continue working)
      • HttpClient 4.1.2
      • jquery 1.4.x -> 1.6.2 & jquery UI 1.8.16

      Libs which Cedric should upgrade now:

      • derby 10.5 -> 10.8.1.2
