Components declaration can specify an external file using 'config="FILEURI"'.
If the file do not exists, the PluginsManager do fail.

If the file do not exists, the PluginsManager should go on, using the inline configuration. This would allow components to have a default, overideable configuration (without having to put a configuration file for most use cases)
