To reproduce it : 

• Create a page with very long text and severals titles
• At the top insert a table of content (TOC) 
• Save and preview

When we scroll on the page with the mouse, the QUICK ACCESS menu is sticky just behind the header. 

When we clic on a TOC's item, we go to the bottom of the page but the QUICK ACCESS menu is still where it was on load.
