How to reproduce

• Create a new user from "New user" button in ribbon
• Go to BO search on user contents
  => the new created user is not in search result.

When creating the user, the "user" workflow is used and the CreateSynchronizedContentFunction is called. This class override #_notifyContentAdded method to deactivate the observers notification. I suppose so the Solr indexer is not called.
