Button "New user" available whereas connected user has no rights on User directory

      How to reproduce : 

      1/ Connect with a user who has not rights on user directory. 

      2/ Go to User Directory => New User button is available KO. 

      (However, if we try to create a new user, it fails due to a problem of rights).
