Orgunit: Unable to search for users who don't have roles

      How to reproduce bug:
      -Search for a user who has no role (using search input)

      Bug:
      The user isn't found

          Only members with role are displayed in organization chart.
          So it is normal to not find them with top search.

          For exemple, Amandine Baudet is a member of "Communication" entity.
          She does not appear in organization chart cards.
          She appears in entity popup as other member
