Default workflow files in plugins

      Workflow files are defined for each project bust most projects use the default workflow files, so we should embed it in the plugins and override it by the current used path : WEB-INF/param/workflows.

      Also, some WEB-INF/param/workflows.xml still exists, we must think about how to manage these.

          The file workflows.xml is no more supported.

          The workflow file should be defined in WEB-INF/param/workflows, with the name [workflowName].xml.
          If the workflow file exists in a plugin, it is optional to have it in WEB-INF/param.
