How to reproduce : 

• Have right to add label
• Do not have right Dublin Core
• On file module, add a file and try to add a label
• There is no label in the list, and it is not possible to add a label. 

When Dublin Core right is set, it is possible to add a label. 

This right "Dublin core" is not intuitive for user.
