Add right restriction on wall content

      By design the project wall is intended to be readable by all member of a project.
      But it should be possible to restrict the participation with differents rights.

      More precisely, the following actions should be restricted by different rights :

      • Publish on the wall
      • React on the wall (like and comment)
      • Report a wall content
