Currently, the illustration pipeline used is in web.
This pipeline is to be removed CMS-12863 for security reasons.

As each place which need to have access to site parameters can the only which know how to secure it, we will move it.

Add a new illustration pipeline referenced from ProjectsCatalogueManager#1078
Works only in catalogue site
Hardcode the illustration
Only works on project site
Check the user has read right on catalogue
Check the user has read right on the private site or the site is public
