[WORKSPACES-57] Add a timepicker on event creation/edit to make easier time setting

There is already a timepicker widget, which is bound to the date picker. Both are part of the date time picker.
Modifying the timepicker could be possible but it would impact the date time picker heavily.
          From first glance:

          • it present a very high risk of regression (would need to be thoroughly tested) [risk.high]
          • and it would not be trivial to implement [effort.middle/high]

So I guess the first step before modifying the timepicker would be to ensure that the current one is lacking some important features, or is not user friendly enough to justify such a switch.
