      How to reproduce : 

      1/ Configure navigator (firefox in this case) with english langage by default : 

      2/ Open for instance following URL on navigator (this URL contains 'fr'): 

      http://web243.adele.anyware.corp:10017/fr/index.html#

      => Page is displayed in english :
