If you try to import table ref content from a file, and this file only contains title attributes, imported contents stay in draft status
How to reproduce :
1. Create a txt file as follow
title test test2
2. From a reference table, import this file
3. Check imported content properties : it's not validated

added a comment - To avoid this problem on versions before 4.5, please take example on reference-table.xml from the kernel 4.5 (plugin CMS (if you don't have the Web plugin) or Web).
Some workflow functions can have different names between 4.5 and previous versions (like Metadata could be renamed as Attribute or Content for example).
