How to reproduce

• connect to cms
• open tag tool
• create a tag with the same name than a tag from the skin

Actual behavior

• the created tag has the same ID than the tag from the skin

Expected behavior

• the created tag should have a new ID, automatically generated, for example with a number at the end.
