How to reproduce

• Open the create page wizard
• Give it a name, select a template, select the article content type
• Click "create"
• Fill the article content then save and close
• Without selecting anything else, select the "content" ribbon

The lock button and all the workflow buttons are enabled, whereas only the "draft" button should be.
