How to reproduce
- Open the create page wizard
- Give it a name, select a template, select the article content type
- Click "create"
- Fill the article content then save and close
- Without selecting anything else, select the "content" ribbon
The lock button and all the workflow buttons are enabled, whereas only the "draft" button should be.
